The plaintiff, Nicholas Lailas, who’s a leisure boater, is searching for compensation for individuals “whose property pursuits in and use and delight of the Potomac River … have been impaired by Defendant’s conduct,” the lawsuit stated.

He’s searching for unspecified damages.
